A. Approve a contract for $2,250,000 with CDM Smith Inc. for McAlpine Creek Wastewater Treatment Plant Process Improvements project construction administration and inspection services, and

B. Authorize the City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* This contract will provide construction and inspection engineering services for construction upgrades to several facilities at the McAlpine Creek Wastewater Treatment Plant, located in the Town of Pineville (adjacent to Council District 7).
* Primary components include construction of a new waste activated sludge (WAS) equalization structure, pump station, and a new odor control system and duct work.
* The project is needed to allow for equalization and multi-plant blending of WAS for future enhancements in biosolids treatment.
* On May 23, 2018, the City issued a Request for Qualifications (RFQ) for the Regional Biosolids Conveyance project, which includes force main, pumping stations, and equalization structures needed for regionalized biosolids management; two responses were received.
* CDM Smith Inc. was the best qualified firm to meet the City's needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
* The project is anticipated to be complete by first quarter 2024.

Charlotte Business INClusion
The City negotiates subcontracting participation after the proposal selection process (Part C: Section 2.1(h) of the Charlotte Business INClusion Policy). CDM Smith Inc. has committed 4.18% ($94,000) of the total contract amount to the following certified firm(s):
