Action:

A.                     Authorize the City Manager to execute a reimbursement agreement with the Federal Aviation Administration for the reconfiguration of runway status lights,

 

B.                     Authorize the City Manager to execute a reimbursement agreement with the Federal Aviation Administration for the establishment of communication and surface detection coverage, and

 

C.                     Authorize the City Manager to amend the agreements consistent with the purpose for which the agreements were approved.

Background

§                     Aviation is currently in the design phase for the North End Around Taxiway (NEAT), which will increase operational efficiency and enhance safety by reducing runway crossings for Runway 18C-36C.

§                     These agreements will provide for necessary Federal Aviation Administration (FAA) staff to support construction efforts to implement the proposed modifications and systems.

§                     This activity is occurring on airport property located in Council District 3.

 

Explanation

Action A

§                     Certain taxiways will be reconfigured as part of the NEAT project, which will require re-configuration of the Runway Safety Light system.

§                     This agreement will provide FAA engineering guidance, technical assistance, and review of design drawings and specifications for the relocation work.

§                     Aviation will reimburse the FAA for the cost of the work, which is estimated at approximately $363,340.

 

Action B

§                     This project requires the establishment of a new Radio Transmitter and Receiver (RTR) site to provide radio communication with aircraft and Airport Surface Detection System (ASDE-X) coverage to the new taxiway surfaces.

§                     This agreement will cover construction and electronics tasks associated with establishing the new RTR site and relocating ASDE-X Remote Unit #1, including power and fiber optic connectivity.

§                     The FAA will provide new radio equipment and antennas at no cost.

§                     Aviation will reimburse the FAA for the cost of the work, which is estimated at approximately $1,173,828.
