Action:

A.                     Approve a contract in the amount of $1,349,360 with Landrum & Brown, Inc. for a Federal Aviation Regulation Part 150 Noise Compatibility Study Update, and

 

B.                     Authorize City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation

§                     Federal Aviation Regulation, Part 150, Airport Noise Compatibility Planning, is the primary Federal regulation guiding and controlling planning for aviation noise compatibility on and around airports.

§                     The Part 150 Noise Compatibility Study will update the Noise Compatibility Program that was last revised in 1998. This program provides recommendations for reducing, minimizing, and/or mitigating aircraft noise and conflicts related to noise abatement, land use mitigation, and implementation measures. 

§                     This update will identify current and future noise and land use impacts and work to develop solutions within the Federal Aviation Administration’s framework.

§                     On March 2, 2020, the City issued a Request for Qualifications (RFQ); 13 responses were received.

§                     Landrum & Brown, Inc. is the best qualified firm to meet the City’s needs on the basis of demonstrated competence and qualification of professional services in response to RFQ requirements.

§                     The Part 150 Study allows Aviation eligibility for grants to implement recommendations.

§                     This activity is occurring on Airport property located in Council District 3.

 

Disadvantaged Business Enterprise

The City negotiates subcontracting participation after the firm is selected for this service contract. Landrum & Brown has committed 14.76% ($199,136) of the total contract amount to the following certified firm:

§                     Sharp & Company (DBE) ($199,136) (develop stakeholder outreach program)
