A. Approve unit price contracts for geotechnical and construction materials testing, special inspections, and geothermal well and building enclosure testing services for various projects for an initial term of three-years to the following:
* ESP Associates, Inc.,
* Kleinfelder, Inc.,
* S&ME, Inc.,
* Wood Environment & Infrastructure Solutions, Inc.,
* Terracon Consultants, Inc.,
* Summit Design and Engineering Services, PLLC,
* Froehling & Robertson, Inc.,
* Nova Engineering & Environmental, Inc.,
* Gavel & Dorn Engineering, PLLC, and

B. Authorize the City Manager to renew the contracts for up to two, one-year terms with possible price adjustments and to amend the contracts consistent with the purpose for which the contracts were approved.

Explanation
* These contracts will provide geotechnical and construction materials testing, such as soil sampling and laboratory services, and special inspections for various construction projects within the city.
* Special inspections for vertical construction are required by the North Carolina Building Code and must be in compliance with Mecklenburg County Code Enforcement.
* Geotechnical and construction materials testing is necessary to ensure projects meet construction plans and specification requirements.
* On August 28, 2019, the city issued a Request for Qualifications (RFQ); 16 responses were received.
* The nine firms chosen are best qualified to meet the city's needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
* Total annual expenditures are estimated to be $8,500,000.
