A. Reject the low-bid submitted by Cam-Ful Industries, Inc. for the Domestic Water Line Interconnection project, and

B. Approve a contract in the amount of $3,228,500 to the lowest responsive bidder Brown Industries, Inc., DBA Precision Plumbing for the Domestic Water Line Interconnection project.

Explanation
* This project will increase the size of the water main feeding the Airport's Concourses B and C, as well as create a connection to Concourse D's water supply to increase volume and balance pressures across the terminal.
* This project will also add pressure sensors, flow meters, and potable water cabinets on the ramp of Concourse B.
* On May 28, 2019, the city issued an Invitation to Bid; two bids were received.
* G.S. 143-132 prohibits municipalities from awarding construction contracts over $500,000 without receiving at least three competitive bids from the initial advertisement of the contract. The city may subsequently award the contract even if re-advertisements result in fewer than three competitive bids.
* On June 28, 2019, the city re-issued an Invitation to Bid; two bids were received.
* Brown Industries, Inc., DBA Precision Plumbing was selected as the lowest responsive, responsible bidder.
* The project is anticipated to be complete by third quarter 2020.
* This activity is occurring on airport property, located in Council District 3.
