Action:
A. Approve the purchase of facility condition assessment and capital forecasting services from a cooperative purchasing contract as authorized by G.S. 143-129(e)(3),
B. Approve a contract with Dude Solutions, Inc. for the purchase of facility condition assessment and capital forecasting services for a term of one year under Sourcewell Contract #110515-SDI (dated December 15, 2015, and amended March 6, 2017) and,
C. Authorize the City Manager to extend the contract for one-year terms as long as the cooperative contract is in effect, at prices and terms that are the same or more favorable than those offered under the cooperative contract.

NC S.L. 2001-328, effective January 1, 2002, authorizes competitive group purchasing.
Explanation
* Initial assessments for this contract will include seven City-owned cultural venues, including Blumenthal Performing Arts Center and Mint Museum Randolph, totaling one million square feet.
* The facility assessments will provide a facility condition index through the evaluation of the condition and life expectancy of building systems and equipment, such as HVAC, electrical, and plumbing.
* The facility condition assessments include energy audits, which will provide recommendations for future upgrades to reduce energy consumption and lower carbon emissions.
* Dude Solutions, Inc. will collect facility data and use a capital forecasting tool to estimate costs and plan for building system and equipment replacements across the lifespan of City-owned facilities.
