Action:

A.                      Approve a contract in the amount of $285,425.60 to the lowest responsive bidder Carolina Conduit Systems, Inc. for the Spectrum Center Fiber Optic Cable Duct Bank project, and

 

B.                     Adopt a budget ordinance appropriating $285,425.60 of Tourism Fund Balance into the Fiber Optic Cable Duct Bank project.

Explanation

§                     City Council approved the City Services Agreement with the National Basketball Association (NBA) on July 27, 2015. The Agreement was amended and restated when Charlotte’s hosting opportunity moved from 2017 to 2019. Charlotte will host the NBA All-Star game and related events in February 2019.

§                     The City-owned parking lot at 501 East Trade Street, located in Council District 1, will be used as a “broadcast compound,” accommodating at least 35 mobile TV production trailers and related temporary structures for broadcast media to provide coverage of the event.

§                     Due to the presence of the LYNX Gold Line tracks and electrified catenary systems along Caldwell Street, additional elevated bridging or underground infrastructure is required to allow fiber-optic access for the media to connect from the parking lot into the arena.

§                     Fiber connectivity will be critical as the City hosts major events at the arena in the future.

§                     The safest, most secure, and cost-effective, long-term solution is to install an underground duct bank which will be a permanent solution for connectivity.

§                     Approximately 90 linear feet of concrete duct bank will be installed between the City-owned lot and the Spectrum Center loading dock at a depth of at least 10 feet.

§                     On October 15, 2018, the City issued an Invitation to Bid; one bid was received.

§                     Carolina Conduit Systems, Inc. was selected as the lowest responsive, responsible bidder.

§                     The Tourism Fund will be used for this project. Funding is available because sufficient savings were achieved in the most recent debt financing structure.

§                     The project is anticipated to be completed in first quarter 2019.

Construction contracts estimated to be less than $300,000 are informal and exempt from the goal setting process (Part A: Section 3.1 of the Charlotte Business INClusion Policy).
