Action:
A. Award a unit price contract to the lowest responsive bidder Halifax Security, Inc. dba North American Video for the purchase of traffic signal related equipment for a three-year term, and
B. Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation
§ The Charlotte Department of Transportation installs and maintains traffic signal equipment, including cameras and cables. This equipment requires continuous maintenance and replacement.
§ On October 10, 2018, the City issued an Invitation to Bid; five bids were received.
§ Halifax Security, Inc. dba North American Video was selected as the lowest responsive, responsible bidder.
§ Annual expenditures are estimated to be $130,000.
