A. Approve a contract with Kimley-Horn & Associates, Inc. for engineering services in the amount of $750,000, and
B. Authorize the City Manager to approve up to two renewals with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* Charlotte Water maintains approximately 4,300 miles of wastewater pipe, many of which run along and/or across streams and channels. In some locations, stream instability and bank erosion threaten the stability of infrastructure.
* On February 6, 2018, the City issued a Request for Qualifications (RFQ) for Professional Engineering Services for Streambank Stabilization. In response to the RFQ, the City received seven proposals from interested professional service providers.
* Examples of services provided include permitting, feasibility studies, detailed construction drawings, and specifications for stream bank stabilization, stream restoration, and wastewater pipe repair and relocation. Stream work will be completed using natural channel design where feasible.
* This contract will be used to provide design services and permitting to protect infrastructure from stream bank erosion and respond to emergencies as needed.
* Kimley-Horn & Associates, Inc. is the best qualified firm to meet the City's needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
Charlotte Business INClusion
The City negotiates subcontracting participation after the proposal selection process (Part C: Section 2.1(h) of the Charlotte Business INClusion Policy). Kimley-Horn & Associates, Inc. has committed 10.67% ($80,000) of the total contract amount to the following certified firm:
