A. Approve unit price contracts with the following firms for Storm Drainage Improvement services for a three-year term:
- D&A Wolverine, PLLC,
- Armstrong Glen, P.C.,
- WK Dickson & Co. Inc.,
- The Isaacs Group, P.C.,
- Hazen and Sawyer, P.C., and
B. Authorize the City Manager to approve possible price adjustments and amend the contract consistent with the purpose for which the contract was approved.

Explanation
§ Storm Water Services begins new storm drainage improvement projects that are the highest ranking in the program each year.
§ The projects may include storm drainage improvements that reduce house and street flooding, repair failing infrastructure or enhance water quality of nearby creeks.
§ Work will include, but is not limited to:
- Evaluation,
- Analysis and recommendations for repair and/or improvement,
- Design of repairs and/or improvements,
- Preparation of construction documents,
- Environmental assessments, and
- Construction oversight and monitoring.
§ On July 13, 2016, the City issued a Request for Qualifications titled “Unspecified Storm Drainage Improvement Services”; 25 proposals were received from interested professional service providers.
§ These firms are the best qualified to meet the City’s needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
§ When consultants perform quality engineering analysis, the most efficient method is for that firm to complete the design and provide construction administration services.
§ Estimated expenditures for the five contracts are $2,050,000 over the three-year term.

The City negotiates subcontracting participation after the proposal selection process (Part C: Section 2.1(h) of the Charlotte Business INClusion Policy). On these contracts, the Prime Consultants have each committed 10% of the total contract amount to the following certified firms:
