B. Adopt a resolution authorizing the placement of decorative features within North Carolina Department of Transportation right-of-way along North Graham Street at Interstate-277.

Explanation
§ This project will include the construction of approximately a quarter-mile of new sidewalk along both sides of North Graham Street from 10th Street to 12th Street, located in Council District 2.
§ Work will include grading, curb, gutter, wheelchair ramps, concrete islands, a retaining wall, asphalt pavement, and pavement markings.
§ Pursuant to the encroachment agreement, the North Carolina Department of Transportation (NCDOT) requires a resolution for placement of decorative features in NCDOT right-of-way. These decorative features include lighting and a retaining wall with decorative brick veneer.
§ The goal of this project is to enhance the gateway appearance along this corridor at the same time providing safer connectivity to Center City and the surrounding neighborhoods.
§ On February 12, 2018, the City issued an Invitation to Bid; 3 bids were received from interested service providers.
§ Onsite Development, LLC was selected as the lowest responsive, responsible bidder.
§ The project is anticipated to be complete by fourth quarter 2018.
