Action:
A. Approve a unit price contract with Sunstates Security, LLC for security guard services for an initial term of three years, and
B. Authorize the City Manager to renew the contracts for up to two additional one-year terms with possible price adjustments and to amend the contracts consistent with the City’s business needs and the purpose for which the contracts were approved.

Explanation
§ The City of Charlotte utilizes an outside service provider to perform security guard services for four City-owned facilities: the Charlotte-Mecklenburg Government Center (Council District 1), the Belmont Center (Council District 1), Old City Hall (Council District 1), and the West Service Center (Council District 2).
§ Professional security guard service providers assist building management in providing an orderly, safe environment and are required to ensure the safety of employees, vendors, and citizens who work, conduct business, or visit these facilities.
§ Specific duties include:
- Armed and unarmed uniformed security officer presence,
- Foot patrols throughout the building,
- Emergency, safety, medical, or other as-needed response, and
- Professional and courteous interaction with the public.
§ On January 16, 2018, the City issued a Request for Proposal (RFP) for security guard services. In response to the RFP, the City received nine proposals from interested service providers.
§ Sunstates Security, LLC best meets the City’s needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.
§ Estimated contract expenditures for the contract are $950,000 annually.
