Explanation
* The McAlpine Creek Wastewater Treatment Plant (WWTP) is located in the southern part of Mecklenburg County (City Council District 7), and is the largest of five major WWTPs operated and maintained by the City.
* The McAlpine Creek WWTP Reliability and Process Improvements (RPI) Project involves rehabilitating or replacing critical components of the wastewater treatment process systems to ensure reliable discharge permit compliance. Some components have been in operation past their useful life.
* The RPI Project will be designed and constructed in phases over a span of up to five years and has an estimated construction cost of approximately $90 million.
* The design-build delivery method was chosen for delivery of the project due to the complexity and critical area of the WWTP in which the project will be constructed. This approach allows for a qualifications based selection of a design-build team that is well qualified to perform the work included in the scope of the Project.
* On September 1, 2017, the City issued a Request for Proposals (RFP) for Phase 2 design-build services for the McAlpine Creek Wastewater Treatment Plant Reliability and Process Improvements Project. In response to the RFP, the City received five proposals from interested service providers.
* Garney Companies, Inc. was determined to be the best qualified firm to meet the City's needs on the basis of demonstrated competence and qualifications in response to the RFP requirements.
