Cooperative Purchasing Exemption
NC S.L. 2001-328, effective January 1, 2002, authorizes competitive group purchasing.

Explanation
* City employees in various departments are required to wear safety shoes to comply with OSHA regulations and City safety guidelines.
* A cooperative purchasing agreement results from the consolidation and competitive solicitation of multiple public agency requirements. By aggregating common needs all agencies are able to leverage economies of scale, such as volume discounts, improved terms and conditions, reduced administrative costs, and access to professional and technical expertise that can be utilized on a local, regional, and national level.
* City Council approved a cooperative contract with W. W. Grainger through National IPA for Maintenance, Repair, and Operating Supplies on March 24, 2014, that includes safety shoes, and will be used in addition to this contract to fulfill all of the City's safety shoe needs.
* The companies will be paid the unit prices set forth in the contract, copies of which are available upon request.
* Annual combined expenditures throughout the City are estimated to be $200,000.
