Action

Action:

A.                     Approve the purchase of heating, ventilation, and air conditioning supplies and services from a federal contract as authorized by G.S. 143-129(e)(9a),

 

B.                     Approve a unit price contract with United Technologies Corporation, Climate, Controls Security dba Carrier Corporation for supplies and services for a term of two years under the U.S. General Services Administration September 1, 2015 through August 31, 2020 Contract Number GS-07F-0634W, and

 

C.                     Authorize the City Manager to extend the contract for an additional one-year term as long as the federal contract is in effect, at prices and terms that are the same or more favorable than those offered under the cooperative contract.

Federal Contract Exemption

G.S. 143-129(e)(9a) allows local government to purchase from contracts established by the United States government, including any federal agency, if the contractor is willing to extend the same or more favorable prices, terms and conditions as those established under the federal contract.

 

Explanation

§                     This contract will provide original equipment manufacturer (OEM) supplies and services for Carrier heating, ventilation, and air conditioning equipment. Many of the facilities maintained by the City use Carrier equipment. Some repairs require OEM/proprietary supplies or services.

§                     The City is responsible for the operations and maintenance of municipal facilities, structures, and assets including office, warehouse, storage, vehicle maintenance, communication towers, and public safety.

§                     On September 1, 2015, the unit price contract for supplies and services was awarded by the U.S. General Services Administration (GSA) Federal Supply Service for a term of five years.

§                     Carrier Corporation is willing to provide heating, ventilation, and air conditioning supplies and services at the same or better terms as are provided in its contract with the GSA.

§                     The company will be paid the unit prices set forth in the contract, a copy of which is available upon request.

§                     Annual expenditures under the contract are estimated to be $300,000.
