Explanation
* Since 2010, Habitat for Humanity of Charlotte has partnered with the City to rehabilitate more than 150 homes owned by low and moderate-income families.
* The need for this service outpaces the City's ability to respond to the demand. By partnering with Habitat for Humanity, the City is able to provide service to more families. The organization's unique business model, business partners and volunteer network allow it to leverage the City's investment at a 1:1 ratio. These results are achieved primarily through volunteer hours, private funding and donated materials.
* Habitat is requesting $375,000 of Community Development Block Grant (CDBG) funding to continue partnering with the City to rehabilitate 33 homes of low and moderate-income families through their Critical Home Repair Program.
* Approval of this funding is recommended as it meets the City's housing program's goals, which include:
* Preserving the existing affordable housing stock,
* Preventing displacement of homeowners, and
* Allowing homeowners to age in place by creating a suitable living environment.

Background
? On May 8, 2017, City Council adopted the U.S Department of Housing and Urban Development (HUD) Annual Action Plan (Plan).
? The CDBG program supports the Plan, which:
? Identifies the need for affordable, safe, and decent housing for low and moderate-income families, and
? Reaffirms three basic goals of the City's Housing Policy:
? Preserve the existing housing stock
? Expand the supply of affordable housing
? Support family self-sufficiency initiatives.
