Action:
A. Approve the purchase of utility bodies and dump truck bodies from state contracts as authorized by G.S. 143-129(e)(9),
B. Approve unit price contracts with Godwin Manufacturing and Knapheide Truck Equipment for the purchase of utility bodies and dump truck bodies for the term of one-year under North Carolina state contract numbers 065A and 065C, and
C. Authorize the City Manager to extend the contract for additional one-year terms as long as the state contract is in effect, at prices and terms that are the same or more favorable than those offered under the state contract.

State Contract Exemption
G.S. 143-129(e)(9) allows local governments to purchase from state contracts if the contractor is willing to extend the same or more favorable prices, terms, and conditions as those established under the state contract.

Explanation
* The City assesses vehicles and equipment on an annual basis to determine replacement needs based on a rating of vehicle usage, age, maintenance costs, and condition.
* State contracts aggregate purchasing power to provide goods to public agencies at the best value.
* The vendors above are willing to provide utility bodies and dump truck bodies to the City at the same or better terms as provided in the contracts with the State of North Carolina.
* Equipment being purchased from state contracts include utility bodies and dump truck bodies which will be installed into truck cab and chassis purchased from separate contracts.
* The unit prices set forth in the proposed contracts is available upon request.
* Annual expenditures are estimated to be $1,330,000.
