Explanation
* The Federal Highway Administration mandates that bridges and culverts be inspected every two years for structural adequacy, safety and functionality.
* The City is responsible for the inspection and maintenance of 213 bridges within Charlotte's city limits.
* The paint service contract provides for routine maintenance work to 17 bridges identified in the inspection process.
* Painting maintenance protects and preserves the steel components of the structure.
* Work includes, but is not limited to:
* Removal, containment and disposal of the existing paint,
* Surface preparation,
* Painting,
* Traffic control, and
* Pollution control.
* On March 7, 2017, the City issued an Invitation to Bid for Bridge Painting Services Fiscal Year 2017 project; two bids were received from interested service providers. Since a minimum of three bidders are required to open per North Carolina General Statute, the project was re-advertised on April 4, 2017; two bids were received from interested service providers. During the re-advertisement, the contract may be awarded to the lowest responsible bidder even if only one bid is received from an interested service provider.
* Astron General Contracting Company, Inc. was selected as the lowest responsive, responsible bidder.
* Bridge repair funding is provided through the 2016 Bond Referendum and it is included in the General Community Investment Plan.
