Explanation
§ The Federal Highway Administration mandates that bridges and culverts be inspected every two years for structural adequacy, safety, and functionality.
§ The City is responsible for the inspection and maintenance of 213 bridges within Charlotte’s city limits.
§ This contract provides for routine construction and maintenance work to 46 bridges identified in the inspection process.
§ Work includes but is not limited to:
- Superstructure replacement,
- Concrete pavement repairs,
- Asphalt surface sealing, repair, or replacement,
- Brush and tree control,
- Debris removal,
- Soil and erosion repairs,
- Barrier rail, hand railing installation and repairs,
- Retaining wall repairs and replacement,
- Culvert repairs,
- Removal, containment and disposal of the existing materials,
- Traffic control, and
- Erosion and sediment control.
§ On March 6, 2017, the City issued an Invitation to Bid for the Bridge Structure Repairs FY 2017 project; two bids were received from interested service providers. Since a minimum of three bidders are required to open per North Carolina General Statute, the project was re-advertised on April 4, 2017; two bids were received from interested service providers. During the re-advertisement, the contract may be awarded to the lowest responsible bidder even if only one bid is received from an interested service provider.
§ Lee Construction Company of the Carolinas, Inc. was selected as the lowest responsive, responsible bidder.
§ Bridge repair funding is provided through the 2016 Bond Referendum and included in the Community Investment Plan.
