Action:
A. Approve a contract with Highfill Infrastructure Engineering for Elevated Water Storage Tank Rehabilitation Program professional engineering services for a term of two years, and
B. Authorize the City Manager to renew the contract for up to three, two-year terms and to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* This contract is for professional engineering services for the Elevated Water Storage Tank Rehabilitation Program across the Charlotte Water service area.
* The rehabilitation of existing elevated water storage tanks is needed to address aging coatings systems, structural components, and process piping and provide identified upgrades.
* On March 3, 2026, the city issued a Request for Qualifications (RFQ); six responses were received.
* Highfill Infrastructure Engineering is the best qualified firm to meet the city's needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
* Annual expenditures are estimated to be $450,000.

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
