Explanation
§ On September 22, 2025, the Mayor asked the Housing, Safety and Community (HSC) Committee to analyze existing strategies and community-based responses to the involvement of people with mental health and substance use disorders in the criminal justice system. As an introduction to the referral, on October 6, 2025, the HSC Committee received an overview of the Sequential Intercept Model leveraged by Mecklenburg County to better understand how people with behavioral health needs encounter and flow through the criminal justice system.
