Explanation
§ On June 1, 2026, the Mayor made a referral to the committee to review policy considerations related to how the city can use municipal service district funds to maximize existing partnerships and impact in achieving strategic objectives.
§ There are six Municipal Service Districts (MSDs) within the City of Charlotte. These special tax districts are designed to enhance the economic vitality and quality of life in the central business district or other commercial areas.
§ The committee has been charged with:
o Reviewing the current legal framework on the use of Hospitality and Municipal Service District Funds,
o Reviewing considerations of investor and rating agency views,
o Reviewing current programed uses of the funds, and
o Determining any recommendations for full Council.
