Airport Acquisition, Relocation, and Property Management Services

 

Action

Action:

A.                     Approve a contract with QOR Group, LLC for Acquisition, Relocation, and Property Management Services for an initial term of three years, and

 

B.                     Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation

§                     The city purchases land for noise abatement pursuant to Federal Aviation Regulation Part 150, airport development, and airport master planning purposes.

§                     This contract will provide project management assistance and staffing for acquisition, relocation, and property management.

§                     These activities will occur around airport property, located in Council District 3 and nearby unincorporated areas.

§                     On August 15, 2024, the city issued a Request for Proposals (RFP); seven responses were received.

§                     QOR Group, LLC best meets the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.

§                     At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.

§                     Total annual expenditures are estimated to be $375,000.

 

Disadvantaged Business Enterprise

QOR Group, LLC is a DBE-certified company and intends to self-perform the work.
