A. Approve a contract for up to $3,140,379 with Brown and Caldwell for Environmental Services for Interbasin Transfer Modification Request, and
B. Authorize the City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation
§ The Charlotte Water system relies on an Interbasin Transfer Certificate issued by the North Carolina Department of Environmental Quality to serve the eastern portions of Mecklenburg County. A modification to the current Interbasin Transfer Certificate is needed to support future growth in the eastern portion of Mecklenburg County.
§ State statutes require the development of an Environmental Impact Statement (EIS) that considers alternatives, identifies environmental impacts, provides hydraulic and hydrologic modeling, and prepares a detailed EIS document.
§ On July 1, 2024, the city issued a Request for Qualifications (RFQ); one response was received.
§ Brown and Caldwell meets the city’s needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.

The city negotiates contract participation after the proposal selection process. Brown and Caldwell has committed 5.41% ($170,000) of the total contract amount to the following certified firm(s):
§ Habitat Assessment and Restoration Professionals (WBE, SBE) ($150,000) (environmental analysis)
§ Richa Graphics (MBE, SBE) ($20,000) (reproduction services)
