A. Approve a contract with Gresham Smith for Concourse A Expansion Phase 3 professional services for an initial term of five years, and
B. Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* The Airport Master Plan identified a need for additional gates based on passenger forecast analysis.
* Concourse A Expansion Phase 3 (CAP3) will encompass approximately 150,000 square feet and includes seven additional gates and a connector to Concourse A Expansion Phase 2.
* The contract will provide planning, architectural, design, and construction administration services to be performed in multiple phases for the CAP3 project.
* On February 27, 2024, the city issued a Request for Qualifications (RFQ); five responses were received.
* Gresham Smith is the best qualified firm to meet the city's needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
* At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.
* Total expenditures are estimated to be $22,000,000.
Disadvantaged Business Enterprise
The city negotiates subcontracting participation after the proposal selection process. Gresham Smith has committed 4.55% ($1,00,000) of the total contract amount to the following DBE-certified firms:
* Capstone Civil Engineering (DBE) ($100,000) (geotechnical services)
