Explanation
Rail maintenance-of-way (MOW) on-call services provide 24/7 emergency response, track maintenance, and engineering support to keep rail networks operational and safe.
On February 1, 2026, following a competitive solicitation process, the city entered into a contract with Modern Railway Systems, Inc. for $100,000 for rail MOW on-call services.
Amendment #1 provides additional funding to support the implementation of the Blue Line Axle Counter System project, an upgrade to the signal system that will improve system reliability and reduce delays.
This project is within the Scope of Services of this contract; however, this project work was unforeseen at the time of the contract award.
The new estimated value of the contract including this amendment is $700,000.
Consistent with Section 1.01(c)(ii)(A) of the Primary Interlocal Agreement between the Metropolitan Public Transportation Authority (MPTA) and the city dated June 22, 2026, the MPTA Executive Committee reviewed this Material Contract Action and did not request further review.
