A. Approve a contract for up to $11,500,000 with Duke Energy for the construction of a new substation at the Franklin Water Treatment Plant, and
B. Authorize the City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* Charlotte Water is requesting Duke Energy install a new electrical substation to serve the Franklin Water Treatment Plant in Council District 2.
* The new substation is required as the existing electrical system lacks the capacity to support planned facility upgrades.
* Duke Energy is required to design, install, and approve the substation to meet its standards.
* The project will improve power reliability, support uninterrupted water operations, and allow Charlotte Water to integrate new technologies and expand the facility in the future.
* Duke Energy is completing their construction and demolition work in a phased plan, including design services, construction of the new substation, and demolition of the old substation. This request is for all phases of the work, including construction contingency.
* Construction is anticipated to be complete by the fourth quarter of 2031.
