Action:
A. Approve unit price contracts with the following companies for analytical laboratory services for an initial term of two years:
* ETT Environmental, Inc.,
* Eurofins Eaton Analytical, LLC,
* Montrose Environmental Group, Inc.,
* Pace Analytical Services, LLC,
* Waypoint Analytical Carolina Inc., and

B. Authorize the City Manager to renew the contracts for up to three, one-year terms with possible price adjustments and to amend the contracts consistent with the purpose for which the contracts were approved.

Explanation
* These contracts will be used to supplement Charlotte Water Laboratory Services during peak workload periods, to address special projects requiring additional testing, and to ensure required testing is performed in a timely manner.
* Charlotte Water conducts extensive and ongoing environmental testing to meet regulatory, public health, and water quality needs.
* On August 12, 2024, the city issued a Request for Proposals (RFP); six responses were received.
* The companies selected best meet the city's needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.
* At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.
* Annual aggregate expenditures are estimated to be $500,000.
