Approve a contract with Clarke Power Services, Inc. for bus parts and repair services for CATS hybrid buses for a term of three years.

Explanation

§                     The city requires qualified service providers to work in conjunction with Charlotte Area Transit System (CATS) to perform complete turnkey repairs and related services on hybrid buses in the city’s current bus fleet.

§                     Repair services may include but are not limited to: complete engine replacement or overhaul; cooling systems and lines; and repair or replacement of engine components and all related parts.

§                     On May 6, 2026 the city issued a Request for Proposals (RFP); one response was received.

§                     Clarke Power Services, Inc. meets the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.

§                     At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.

§                     Consistent with Section 1.01(c)(ii)(A) of the Primary Interlocal Agreement between the Metropolitan Public Transportation Authority (MPTA) and the city dated June 22, 2026, the MPTA Executive Committee reviewed this Material Contract Action and did not request further review.

§                     Annual expenditures are estimated to be $574,666.

 

Disadvantaged Business Enterprise

In accordance with the USDOT Interim Final Rule, dated October 3, 2025, the city cannot establish DBE goals on contracts executed after October 3, 2025.
