Explanation

§                     This project consists primarily of sanitary sewer rehabilitation of approximately 4,700 linear feet of sewer outfall with cured-in-place lining on Paw Creek from Old Dowd Road to Sam Wilson Road.

§                     Construction is needed to ensure the existing pipeline can accommodate the increased flow from Stowe Regional Water Resource Recovery Facility once it becomes operational.

§                     On June 23, 2026, the city issued an Invitation to Bid; three bids were received.

§                     North American Pipeline Management, LLC was selected as the lowest responsive, responsible bidder.

§                     The project is anticipated to be complete by the second quarter of 2027.

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
