Approve contracts for architectural consultation services for a term of five years with the following:
C Design Inc.,
GS-NC P.C.,
M. Arthur Gensler Jr. & Associates, Inc.,
Perkins + Will North Carolina, Inc.,
RS&H Architects-Engineers-Planners, Inc.,
The Wilson Group Architects, PA, and

Authorize the City Manager to amend the contracts consistent with the purpose for which the contracts were approved.

Background
Aviation requires professional planning consultation services to support long-term master planning, strategic planning, environmental planning, and sustainability efforts.
Services are engaged on an as-needed basis and pricing is based on the scope of the request.

Explanation
Action A
Planning consultation services may include all aspects of airport planning, including but not limited to airfield, airspace, terminal, landside, environmental, financial, surface transportation, land use, noise, and the Capital Improvement Program.
On May 29, 2026, the city issued a Request for Qualifications (RFQ); nine responses were received.
The companies selected best meet the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFQ requirements.
Annual aggregate expenditures are estimated to be $2,500,000.

Architectural consultation services may include all aspects of building design to support Airport campus infrastructure and associated mechanical, electrical, and plumbing systems.
On June 1, 2026, the city issued a Request for Qualifications (RFQ); 17 responses were received.
