Explanation
* A review of the Charlotte Regional Transportation Planning Organization (CRTPO) Memorandum of Understanding (MOU) was recommended by CRTPO Board leadership to ensure the document continues to reflect current needs.
* Based upon the review, the following revisions were endorsed by the CRTPO Board on July 17, 2024:
* Revision to the annual cost share calculation to a pro-rata share based upon each jurisdiction's official 2020 census population relative to the planning area population, beginning in fiscal year (FY) 2026.
* The current MOU uses a combination of corporate limits and Spheres of Influence to calculate the annual cost share for CRTPO jurisdictions within Mecklenburg County.
* The City of Charlotte's annual cost share will be reduced from $422,319 to $390,436 beginning in FY 2026.
* Technical revisions to the MOU document. These revisions address minor text changes to improve clarity and do not address weighted voting or cost share revisions.
* Modifications to the weighted vote provision to reflect member jurisdiction populations following the release of the official 2020 census.
* All members in good standing will receive at least one vote.
* Good standing is defined as having paid current FY cost share obligation.
* Total weighted vote count would increase from 68 votes in current MOU to 74 with revisions:
* Waxhaw's weighted vote will increase from one to two votes because it now exceeds the MOU's 20,000 population threshold for a second vote.
