Action:
A. Authorize the City Manager to negotiate and execute a unit price contract with Roadway Asset Services, LLC for transportation asset data collection services for a term of one year, and

B. Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* The Charlotte Department of Transportation maintains and preserves a multi-modal transportation system, including approximately 5,500 lane miles of streets, 195 miles of bicycle facilities, over 1,000 traffic signals, and over 200,000 street signs.
* Maintaining the assets of our mobility network is a key component of supporting the city's mobility policies and vision.
* The transportation asset data collection project will result in complete inventories of signs, pavement markings, pavement conditions, and other roadway assets to be used in the ongoing maintenance, repair, and replacement of the transportation network.
* The data collected will be used to provide more proactive maintenance activities throughout the city, supporting traffic safety and asset management.
* On April 6, 2026, the city issued a Request for Qualifications; 10 responses were received.
* Roadway Asset Services, LLC. best meets the city's needs in terms of qualifications and experience based on similar-sized projects.
* At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.
* Annual expenditures are estimated to be $650,000.
