Explanation
§ This project will replace the chemical feed piping at Lee S. Dukes Water Treatment Plant (adjacent to Council Districts 3 and 4).
§ The current chemical feed piping is approaching end of life.
§ On July 21, 2026, the city issued an Invitation to Bid; one bid was received.
- NC General Statute 143-132 prohibits municipalities from awarding construction contracts over $500,000 for water or sewer systems or facilities without receiving at least two competitive bids from the initial advertisement of the contract. The city may subsequently award the contract even if readvertisements result in fewer than two competitive bids.
§ On August 6, 2026, the city reissued the ITB; three bids were received.
§ Harper General Contractors was selected as the lowest responsive, responsible bidder.
§ The project is anticipated to be completed by the third quarter of 2027.

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
