Adopt an annexation ordinance with an effective date of September 28, 2026, to extend the corporate limits to include this property and assign it to the adjacent City Council District 5.

Explanation
Public hearings to obtain community input are required prior to City Council taking action on annexation requests.
A petition has been received from the owners of this 12.1417-acre property located along the northwest side of Plaza Road, directly east of Interstate 485 in northeastern Mecklenburg County.
The property is owned by Habitat for Humanity of the Charlotte Region which also serves as the annexation petitioner for this site.
The property is occupied with one residential structure which will be demolished prior to redevelopment and is zoned N1-A (Neighborhood 1-A), which allows for single-family, duplexes, triplexes, and a limited number of other uses.
The petitioned area consists of two parcels: parcel identification numbers 105-211-06 and 105-211-09.
The property is located within Charlotte’s extraterritorial jurisdiction and shares a small boundary with current city limits via contiguity established across Interstate 485.
Intent of the annexation is to extend municipal services to the site to facilitate development of 37 single-family detached dwellings.
In the evaluation of this annexation area, Charlotte-Mecklenburg Stormwater Services, Charlotte-Mecklenburg Police Department, Charlotte Department of Transportation, and Charlotte Solid Waste Services noted that this annexation area would have noted that this annexation area would have minimal to no impacts to the departments’ resources.
