Authorize the City Manager to negotiate and execute an infrastructure reimbursement agreement with Brookhill Investments LLC for public infrastructure improvements in the amount not to exceed $4,162,000, consistent with the terms set forth below, which will be reimbursed through 2026 General Obligation Bond Referendum funding or through 2028 General Obligation Bond Referendum funding or a combination of payments from other municipal sources of funding.

Explanation
Brookhill Village is a private development site located in Council District 1.
City Council approved a 42-acre rezoning for this redevelopment on December 15, 2025.
Griffin Brothers Properties (the Developer) plans to redevelop approximately 36 acres of the Brookhill Village Apartments development located in the South End neighborhood.
The total estimated private investment related to public streetscape improvements is
approximately $88 million.
Under the terms of this agreement, the Developer will build the municipal infrastructure improvements and be reimbursed up to $4,162,000 in one or more payments from a future General Obligation Bond Referendum or other municipal funding sources.
Municipal infrastructure improvements include design and construction along Dunavant Road Extension, Remus Road, Village Court, Brookhill Road, and Basin Street of new streetscape, including:
New eight-foot ADA-compliant concrete sidewalks;
Updated drainage, curbs, gutters, and utility systems;
300+ new trees and professional landscaping; and
Extension of Dunavant Street across Tryon, consistent with the Charlotte Future 2040 Plan.
