Action
Action:
A. Approve the purchase of license plate recognition equipment by the sole source exemption,
B. Authorize the City Manager to negotiate and execute a contract with Passport Labs, Inc. for the purchase of license plate recognition hardware for the term of three years, and
C. Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Sole Source Exemption
* NC General Statute Section 143-129(e)(6) provides that formal bidding requirements do not apply when:
* Performance or price competition are not available;
* A needed product is available from only one source or supply; or
* Standardization or compatibility is the overriding consideration.
* Sole sourcing is necessary for this contract because standardization or compatibility is the overriding consideration.
* City Council approval is required for any purchases made under the sole source exception.
Explanation
* The on-street parking program currently utilizes License Plate Recognition Equipment (LPR) equipment in four enforcement vehicles. Additional equipment is needed to expand the parking operation.
* LPR equipment automates reading vehicle license plates to determine whether a vehicle complies with city ordinances 14-216(1), permitted parking, and 14-216(8), paid parking.
* LPR equipment is integrated with Passport Labs, Inc. citation management and permit software.
* The equipment improves parking resource accuracy, efficiency, and management, providing real-time enforcement and comprehensive data collection.
* Total expenditures are estimated to be $200,000.
