Explanation
§ This project will upgrade diesel-driven pumps to modern electrical pumps, supporting the Strategic Energy Action Plan, at the Irwin Creek Water Resource Recovery Facility (WRRF) in Council District 3.
§ Irwin Creek WRRF operates a stormwater management system with pumps to remove stormwater from the facility during rain events.
§ On August 4, 2026, the city issued an Invitation to Bid; two bids were received.
§ Gilbert Engineering Company was selected as the lowest responsive, responsible bidder.
§ The project is anticipated to be completed by the second quarter of 2027.

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
