Action

A.                     Adopt a resolution authorizing the City Manager to negotiate and execute a Supplemental Agreement with the North Carolina Department of Transportation to accept state resurfacing funds in the amount of $300,000 for the Rea Road Widening Project, and

 

B.                     Adopt a budget ordinance appropriating $300,000 from the North Carolina Department of Transportation to the General Capital Projects Fund.

Explanation

§                     The Rea Road Widening Project will increase capacity along Rea Road between Interstate 485 and Williams Pond Lane by adding additional through lanes and turn lanes.

§                     The project supports the Strategic Mobility Plan adopted by City Council in June 2022, by advancing a safe transportation system for all users.

§                     On February 27, 2023, City Council authorized the City Manager to execute a municipal agreement with the North Carolina Department of Transportation (NCDOT) in the amount of $6,673,940 to receive federal Bonus Allocation funding.

§                     After the execution of this municipal agreement, NCDOT requested an extension to the project’s limits to provide additional resurfacing and paving.

-                     NCDOT agreed to pay the city $300,000 for this improvement.

-                     No local funding match is required.

§                     The project funding of $20,273,940 is distributed as follows:

-                     NCDOT: $6,973,940

§                     Bonus Allocation: $6,673,940

§                     Supplemental Resurfacing Funds: $300,000

-                     City of Charlotte: $13,300,000

§                     2022 Transportation Bonds: $7,300,000

§                     Anticipated 2024 Transportation Bonds: $6,000,000

§                     This project is located in Council District 7.

§                     Construction is anticipated to begin in early 2026.

§                     This format is consistent with past municipal agreements between the city and NCDOT.
