Explanation
• On August 24, 2023, the Mayor referred the review of the City Code of Ordinances associated with the criminal enforcement of certain city ordinances, as well as assessing other strategies available to serve Charlotte’s unhoused population and address perception of safety and quality of life concerns, to the Housing, Safety and Community Committee. At the October 2nd meeting, the Committee received an update on the public listening session and CMPD enforcement, and the Committee unanimously passed a motion requesting staff to provide: 1) a comprehensive list of all ordinances that would enable CMPD to have the tools necessary to do what is needed to address the issues and challenges (alluded to in the Mayor’s referral), and 2) provide as much additional historical data and analysis (as applicable).
• At the January 8 meeting, the Committee will focus primarily on the comprehensive list of ordinances CMPD recommends be considered for the reinstatement of criminal enforcement capabilities. Staff will also provide an update on the status of non-enforcement strategies of relevance to quality-of-life issues associated with the unhoused population in uptown.
