Action:
A. Approve a unit price contract with Municipal Emergency Services, Inc. for the purchase of emergency rescue tools for a term of three years, and
B. Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation
§ The Charlotte Fire Department has determined that HURST Jaws of Life tools and Vetter Airbags are the best fit for the needs of emergency rescue purposes. These tools are used to free trapped occupants from motor vehicles collisions, machinery accidents, industrial accidents, and other rescue situations.
§ On July 22, 2024, the city issued an Invitation to Bid; two bids were received.
§ Municipal Emergency Services, Inc. was selected as the lowest responsive, responsible bidder.
§ The contract prices shall remain fixed for the initial three-year term. At renewal, price adjustments may be considered based on a legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.
§ Annual expenditures are estimated to be $300,000.
