Approve a contract in the amount of $3,999,000 to the lowest responsive, responsible bidder Harper General Contractors, Inc. for the Irwin Creek Water Resource Recovery Facility Ultraviolet Disinfection System Replacement project.

Explanation

§                     This project will replace the current ultraviolet (UV) disinfection system at Irwin Creek Water Resource Recovery Facility.

§                     UV disinfection systems use UV light to neutralize harmful pathogens in wastewater effluent before it is safely discharged into the environment.

§                     The new system will increase efficiency in the wastewater treatment process.

§                     On July 15, 2026, the city issued an Invitation to Bid; six bids were received.

§                     Harper General Contractors, Inc. was selected as the lowest responsive, responsible bidder.

§                     The project is anticipated to be completed by the third quarter of 2028.

 

Charlotte Business INClusion

Effective July 1, 2026, Session Law 2026-41 eliminated the authority of North Carolina local governments to use race-conscious and gender-conscious contracting requirements. In compliance with the new law, no MBE/WBE/MWBE/MSBE/WSBE/MWSBE goals or compliance requirements will be included in city contracts. SBE goals are not affected and shall continue to be used in compliance with the CBI program and applicable law.
