B. Authorize the City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* This contract will provide the preliminary engineering to make capacity improvements to the sewer collection and treatment systems that serve the Mallard Creek area, including an expansion of the Mallard Creek Wastewater Treatment Plant, located in Council District 4.
* The Mallard Creek Basin service area is experiencing significant development around the new Blue Line Extension, UNC Charlotte, and the University Research Park.
* On February 18, 2019, the city issued a Request for Qualifications (RFQ); four proposals were received.
* Brown and Caldwell is the best qualified firm to meet the city's needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
* The project is anticipated to be complete in the second quarter of 2021.
Charlotte Business INClusion
The city negotiates subcontracting participation after the firm is selected for this services contract (Part C: Section 2.1(h) of the Charlotte Business INClusion Policy). Brown and Caldwell has committed 23.05% ($1,123,000) of the total contract amount to the following certified firm(s):
