A. Conduct a public hearing for Russell Grove Area voluntary annexation, and

B. Adopt an annexation ordinance with an effective date of October 28, 2024, to extend the corporate limits to include this property and assign it to the adjacent City Council District 4.

Explanation
* Public hearings to obtain community input are required prior to City Council taking action on annexation requests.
* A petition has been received from the owners of this 60.13-acre "Russell Grove" site in eastern Mecklenburg County. The property is located along the east side of John Russell Road, west of Back Creek Church Road.
* The property is owned by Meritage Homes.
* The site is currently developed with six single-family dwellings and associated accessory buildings that will be removed prior to any redevelopment. The annexation area is zoned N1-A (Neighborhood 1 - A), which allows for single-family detached residential uses, as well as duplexes, triplexes, and a limited number of other uses.
* The petitioned area consists of six parcels: parcel identification numbers 105-041-12, 105-041-13, 105-041-14, 105-351-01, 105-351-02, and 105-351-03.
* The property is located within Charlotte's extraterritorial jurisdiction and shares boundaries with current city limits.
* The intent of the annexation is to extend municipal services to the site to redevelop the site with 185 single-family dwelling units.
* In the evaluation of this annexation area, Charlotte-Mecklenburg Stormwater Services, Charlotte-Mecklenburg Police Department, Charlotte Department of Transportation, and Charlotte Solid Waste Services noted that this annexation area would have minimal to no impacts to the departments' resources.
