Action:
Approve unit price contracts for unspecified tree planting, stump grinding, and landscaping services for a term of three years with the following:
Carolina Outdoor Maintenance Inc. (SBE),
Marula Tree Management Solutions LLC,
New Beginning Landscape LLC (SBE),
Roundtree Companies LLC (SBE),
Schneider Tree Care,
Southern Eez Landscaping LLC,
Spikes-Out Tree Care LLC (SBE), and

Authorize the City Manager to renew the contracts for up to one, two-year term with possible price adjustments and to amend the contracts consistent with the purpose for which the contracts were approved.

Explanation
General Services’ Landscape Management division provides tree planting and stump grinding in the right-of-way and provides landscape services at city-owned properties and in city-maintained medians.
These contracts will provide all required labor, equipment, planting materials, and incidental supplies needed to supplement Landscape Management staff’s work across the city.
Services may include, but are not limited to, the installation of trees, shrubs, perennials, turf grass, mulch, and groundcover, as well as demolition, site preparation, and stump grinding.
On June 18, 2026, the city issued a Request for Proposals (RFP); nine responses were received.
The companies selected best meet the city’s needs in terms of qualifications, experience, cost, and responsiveness to RFP requirements.
At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.
Annual aggregate expenditures are estimated to be $4,165,000.
