A. Approve contract amendment #2 for up to $1,343,222 with Kimley-Horn and Associates, Inc. for engineering services to support construction of a new light rail station in South End, and

B. Authorize the City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* This project will construct a new light rail station on the LYNX Blue Line between the New Bern and East/West Boulevard Stations in Council District 3.
* On September 13, 2021, following a competitive solicitation process, City Council approved a contract with Kimley-Horn and Associates, Inc. for planning and design engineering services for the South End Station in the amount of $1,902,864.83.
* Construction Manager at Risk (CMAR) projects can consist of multiple phases including pre-construction, early work packages, and the construction phase.
* Contract amendment #1 was approved by Council on September 9, 2024, to add $988,723 for the design of additional project scope and to coordinate with the CMAR.
* Contract amendment #2 is needed to complete final design and provide engineering support services during construction as contemplated in the first amendment.
* The new estimated value of the contract is $4,234,811.

All additional work involved in this amendment will be performed by Kimley-Horn and their existing subcontractors/subconsultants. Kimley-Horn has committed 8.55% ($362,246) of the total contract amount to the following certified firm(s):
