CATS Blue Line Track Reprofiling Services

 

Action

Action:

A.                     Approve a contract with Loram Maintenance of Way, Inc. for rail track reprofiling for a term of five years, and

 

B.                     Authorize the City Manager to renew the contract for up to two, one-year terms with possible price adjustments and to amend the contract consistent with the purpose for which the contract was approved.

Explanation

§                     This contract will include rail grinding and reprofiling services to restore rail profile, remove surface defects, improve wheel-rail interface performance, extend rail life, and reduce noise and vibration along the rail network.

§                     On March 5, 2026, the city issued a Request for Proposals (RFP); two responses were received. 

§                     Loram Maintenance of Way, Inc. best meets the city’s needs in terms of qualifications, experience, project approach, cost, and responsiveness to RFP requirements.

§                     At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.

§                     Total contract expenditures are estimated to be $650,000.

§                     Consistent with Section 1.01(c)(ii)(A) of the Primary Interlocal Agreement between the Metropolitan Public Transportation Authority (MPTA) and the city dated June 22, 2026, the MPTA Executive Committee reviewed this Material Contract Action and did not request further review.

 

Disadvantaged Business Enterprise

In accordance with the USDOT Interim Final Rule, dated October 3, 2025, the city cannot establish DBE goals on contracts executed after October 3, 2025.
