Action:
A. Approve a contract for up to $580,000 with Woolpert North Carolina, PLLC for design services for the Toomey-Distribution Storm Drainage Improvement Project, and

B. Authorize the City Manager to amend the contract consistent with the purpose for which the contract was approved.

Explanation
* The Toomey-Distribution Storm Drainage Improvement Project is bordered by Rampart Street to the north, Remount Road to the south, Dunavant Street to the east, and Remus Road to the west, and is located in Council District 3.
* Professional engineering services will evaluate infrastructure and customer requests to determine and design needed improvements to the existing drainage system.
* Specific design tasks include, but are not limited to:
* Design of repairs and/or improvements;
* Survey and utility locate services;
* Geotechnical subsurface investigations;
* Preparation of construction documents;
* Construction administration; and
* Public outreach activities.
* On August 23, 2019, the city issued a Request for Qualifications (RFQ); 35 responses were received. 20 firms were selected to receive contracts.
* Woolpert North Carolina, PLLC was among those selected as the best qualified firms to meet the city's needs on the basis of demonstrated competence and qualification of professional services in response to the RFQ requirements.
* Additional contracts from this RFQ process will be coming to City Council for consideration once the projects are defined.
