Action:
A.                     Accept a grant in the amount of $112,000 from the Federal Transit Administration for innovative mobility projects,
 
B.                     Adopt a budget ordinance appropriating $112,000 from the Federal Transit Administration to the CATS Operating Fund, and 
 
C.                     Authorize the City Manager to negotiate and execute a contract with C.W. Williams Community Health Center in an amount not to exceed $112,000.

Explanation 
§                     The Federal Transit Administration’s Innovative Coordinated Access and Mobility (ICAM) Pilot Program Grant is a competitive award for innovative capital projects for the transportation disadvantaged that will improve the coordination of transportation services and non-emergency medical transportation services.  
§                     CATS will serve as the designated recipient of the ICAM funds and act as the administrator of the funds for subrecipient C.W. Williams Community Health Center.
§                     ICAM funds pay 80 percent, $112,000, of the total project cost, and the subrecipient will provide the required 20 percent match, $28,000.
§                     This project includes the purchase of two vehicles to provide non-emergency medical transportation to patients who need to get to and from medical services, but have no means of transportation. 
§                     The project will serve a minimum of 1,000 transportation disadvantaged persons and expand access to quality healthcare in Mecklenburg County and surrounding communities.
