Action

Action:

A.                     Approve unit price contracts for the purchase of Cummins bus engines and bus engine parts for three years to the following:

                     Cummins Sales and Service,

                     TLG Peterbilt, and

 

B.                     Authorize the City Manager to renew the contracts for up to two, one-year terms with possible price adjustments and to amend the contracts consistent with the purpose for which the contracts were approved.

Explanation

§                     The contracts will provide Cummins Engines and parts for the maintenance of the Charlotte Area Transit System (CATS) bus fleet.

§                     On July 17, 2024, the city issued an Invitation to Bid; four bids were received.

§                     TLG Peterbilt was selected as the lowest responsive, responsible bidder for bus engines.

§                     TLG Peterbilt and Cummins Sales and Service were selected as the lowest responsive, responsible bidders for bus engine parts.

§                     At renewal, potential price adjustments may be considered based on legitimate and justified increases in the cost of doing business. The ability to consider price adjustments also allows the city to accept decreases, if warranted.

§                     Annual expenditures are estimated to be $1,043,700 for bus engines and $1,798,900 for bus engine parts.

 

Disadvantaged Business Enterprise (DBE)

No goals shall be established on Contracts where: (a) there are no subcontracting opportunities identified for the Contract; or (b) there are no DBEs certified to perform the scopes of work that the city regards as realistic opportunities for subcontracting. These contracts meet the provisions of (a) no subcontracting opportunities.
